Fitch Affirms FUCEREP’s (Uruguay) IDR at ‘B’

BUENOS AIRES, Argentina — Fitch Ratings has affirmed FUCEREP’s – Cooperativa de Ahorro y Credito
(FUCEREP) ratings as follows:

–Foreign and local currency Issuer Default Ratings (IDRs) at ‘B’;

–National long-term rating at ‘BB (uy)’;

–Support floor rating at ‘NF’;

–Support rating at ’5′.

The Rating Outlook is Stable.

The ratings assigned to FUCEREP reflect its small size, higher
capitalization, good trend performance and appropriate liquidity. The
ratings also reflect the gradual implementation of a restricted license
until December 2010.

The approval of the restricted license (which has lower capital
requirements) by the Central Bank of Uruguay (BCU) in November 2006
allows FUCEREP to concentrate on its current business plan. Fitch
observed improvements in 2009.

FUCEREP’s performance in 2009 was correlated with that of the Uruguayan
financial system.

Credit risk is the most important risk of the issuer. Its quality loan
book has decreased for the last three years due to bigger controls in
credit’s origination. This policy has implied a lower defeated loan
stock and a proper delinquency ratio trend.

Deposits from residents were the main source of funds, in particular its
save product FONAE (60% of liabilities) and term deposits (32.9%).
Liquidity is adequate.

FUCEREP’s capitalisation is good, and its capital ratios have increased
since 2005. Fitch considers that this tendency will maintain in based on
its improving performance and higher partner base.

IsoRay announced that it has completed a license agreement with Hologic for distribution rights to the GliaSite radiation therapy system, the FDA-cleared balloon catheter device used in the treatment of brain cancer.

In a release dated June 23, the Company said the system’s balloon catheter is a technology that allows physicians to treat with brachytherapy or internal radiation.

The GliaSite system places a specified high dose of a liquid radiation source in the areas most likely to contain cancer after brain tumor removal and is less likely to damage healthy brain tissue. It helps eliminate the ability for the tumor to reoccur, which in turn impacts patient longevity.

IsoRay is also moving forward with the regulatory approval process for its new liquid form of Cesium-131, an exciting advance in brachytherapy for the treatment of brain cancer, that would be delivered using the GliaSite radiation therapy system.

IsoRay CEO Dwight Babcock said physicians have voiced strong support for the GliaSite system and liquid Cesium-131 combination because they recognize the benefits afforded their patients.

“In America alone, more than 200,000 men, women, and children are diagnosed with brain cancers every year. The GliaSite therapy system and its use to deliver a liquid radiation source is a versatile, effective treatment for numerous brain cancers,” Babcock said.

Cesium-131 brachytherapy is a patented internal radiation therapy that has several advantages over older radioactive isotopes including faster delivery of a radiation dose that allows less time and opportunity for the cancer cells to repopulate and has a soft energy that minimizes radiation exposure for the operating room and support staff as well as the patient’s family members.

“Progress spells hope for patients and the physicians who help them. The GliaSite system represents further achievement as we work toward our goal of expanding brachytherapy solutions throughout the entire body and improving outcomes for cancer patients,” said Babcock.

JAMES Milner has been included in Aston Villa’s squad for the Guadiana Cup in Portugal this weekend after holding “amicable” talks with club manager Martin O’Neill.

The 24-year-old returned to pre-season training after being given a month’s holiday following the World Cup.

Milner has been the subject of one Pounds 20m bid already from Manchester City which was rejected. He was reported to be upset last week after O’Neill had said the former Newcastle player had “intimated” he wanted to leave Villa.

But O’Neill is including Milner in his pre-season plans for the cup clashes with Feyenoord and Benfica on Saturday and Sunday respectively. He and club chief executive Paul Faulkner met Milner and his representative, PFA executive Matthew Buck, after training yesterday.

Villa issued a statement which reads: “James Milner trained with the rest of the Villa squad at Bodymoor Heath. He and the manager, along with chief executive Paul Faulkner and the player’s representative, Matthew Buck, had an amicable conversation.

“James will fly with the squad to Portugal on Wednesday ahead of the Guadiana Cup.”

Hispanic titles aren’t immune to the broad print-industry downturn, but amid a tough environment, Latino publishers are reflecting the general market by evolving online.

Despite past growth among publications serving Hispanics, Latino publishers are closing money-losing magazines and cutting back on newspaper projects. Editorial Televisa, for instance, is shutting down its year-old title Tu Dinero after the May issue; it closed Cristina last year.

But the bigger change is that Latino publishers are moving beyond the printed page, belatedly embracing the internet and investing heavily in their websites, and adding news, video, photos, music, daily alerts and other features

Whole Foods’ announcement of its Oklahoma City store has many organic food lovers cheering and some existing grocery stores looking for ways to hold their ground.

Whole Foods plans to build a 35,000-square-foot store on N. Western Avenue between N. Classen and NW 63rd Street, the site of Chesapeake Energy’s Classen Curve retail development. It is scheduled to open by the end of 2011.

The store marks the end of at least three years’ worth of conversations with the organic supermarket giant. Alison Oshel, director of community redevelopment for the Greater Oklahoma City Chamber, said a tipping point in the company’s decision was visiting the state.

“It took getting them into town to see everything that was happening in Oklahoma City, to meet Aubrey McClendon, to see what his vision was for that area, for them to see it was an excellent location and their chance to get into the market,” Oshel said.

Oshel said Whole Foods representatives visited several sites around the city looking for the best fit for their requirements of college graduates, high household income, high density and population and numbers within a certain drive time. The Chesapeake location best met those demographics, she said.

And the time was right for an Oklahoma City Whole Foods, Oshel said. The company’s stock is on the rebound, and Whole Foods’ ownership of the former Wild Oats store in Tulsa makes distribution better for the company, she said.

“Their entry into the market makes the homework easier for other retailers who look at similar demographics,” Oshel said

Attorney Ken Lemoine has a two-word answer for those who question why he is running for Palm Beach County circuit judge: Lisa Small.

“She doesn’t have any experience and I wasn’t going to allow someone with no experience get a free walk to the bench,” he said.

Later, Lemoine acknowledged that Small, an 18-year lawyer who reports hauling in a six-figure income from her family’s Palm Beach law firm, isn’t a legal plebe. “Maybe no experience is wrong, but she has insufficient experience to qualify as a circuit judge,” he said.

Small, not surprisingly, vehemently objects to Lemoine’s blunt assessment of her judicial bona fides. And with a supporter list that reads like a who’s who of the county’s legal community, she clearly isn’t the only one who believes she has the legal chops to replace retiring Circuit Judge Kenneth Stern.

The first to announce her candidacy last year, the former president of the Palm Beach County Bar Association is viewed as the person to beat in the Aug. 24 four-person race that pits her against Lemoine, employment lawyer Jaimie Goodman and Andrew Daire, in-house counsel for Carl’s Furniture and Carl’s Patio. Both Small and Lemoine have unsuccessfully run for judge and sought appointment to open judicial seats. Goodman and Daire are both political newcomers.

Not only has Small amassed a wealth of support, she has far more money than her opponents. Including the $46,000 check she wrote, she has raised $121,347 and spent $37,500, according to the latest campaign reports. Goodman, who is shunning contributions because he doesn’t believes judicial candidates should take money from people who could appear before them, has contributed $54,000 to his campaign and spent $36,400.

Lemoine and Daire haven’t raised or contributed any money to their campaigns, reports show.

Unlike recent judicial races that featured barbed attacks, complaints to state judicial watchdogs and even lawsuits, the campaign to replace Stern has been mostly a civil affair. But there is evidence that could change.

Lemoine said Small’s camp has been trying to dig up dirt on him. She has talked about reprimands he received while working as a West Palm Beach police officer from 1986 to 1993 and a recent foreclosure filed against him.

“I got as many commendations as complaints,” he said of his police record. “She’s desperate.”

As for the foreclosure, it involves an investment property in Palm Beach Gardens. When its value plummeted, he tried to work with the bank. When it refused, he stopped making payments. Still, he said, he is fighting the foreclosure.

Lemoine fired the first salvo by touting records that show he has handled 684 cases in Palm Beach County courts, compared to Daire’s 143, Small’s 118 and Goodman’s 18. The records, he says, prove who has the needed experience.

Goodman counters that Lemoine is mainly a ticket doctor, which lends itself to high volume. Lemoine said traffic cases represent about 20 percent of his practice. Lemoine, in turn, writes off Daire’s high numbers, saying many of the cases are to collect money from customers who stiffed the furniture stores.

Daire, who says he won’t criticize his opponents, contends his work is varied, ranging from contract disputes to personal injury cases.

Goodman said numbers are meaningless. A successful Detroit lawyer, he said he has handled more complex cases than his opponents. Small also emphasized the complexity of her cases, saying many involve messy commercial lawsuits and probate matters.
